CesiumJS itself is an open-source project created and maintained by AGI that renders a WebGL based 3D Globe within modern browsers. The Cesiumjs Bower project aims at providing an easy to use bower wrapper for use in JavaScript frameworks such as AngularJS, NodeJS or any really project that can utilize bower as a package manager.
